Voting rights and the electoral register

To vote you must have voting rights and be registered in the electoral register in a municipality.

You have the right to vote if you meet the following requirements:  

  • Norwegian citizenship
  • Have reached the age of 18 before the end of 2025
  • Are, or have been, registered in the national population register as a resident of Norway 

Employees in the diplomatic or consular service and members of their household have the right to vote even if they do not meet the residency requirement. 

What is the electoral register? 

The electoral register is a register of all individuals who are eligible to vote in the municipality. You are automatically registered in the electoral register of the municipality where you are officially registered in the National Population Register as of 30th June 2025. This date is referred to as the cut-off date.  

If you have moved and wish to vote in your new municipality, you must report your move to the National Population Register before 30th June.  

If you move after 30th June, you will have the right to vote in the municipality in which you moved from.  

Are you a new citizen?

As a new citizen with the right to vote, you will be entered into the electoral register of the municipality where you are officially registered as a resident.  

This also applies if you have become a new citizen after the cut-off date of 30th June.  

Do you live abroad? 

If you reside abroad but have previously been officially registered in the National Population Register as a resident in Norway before, you will be entered into the electoral register of the Norwegian municipality where you were last registered as a resident:  

  • If you have lived in Norway within the last 10 years, you will automatically be entered into the electoral register of the municipality where you were last registered as a resident. 
  • If you have lived abroad for more than 10 years, you will be entered into the electoral register of the municipality where you were last registered as a resident when you vote. 
  • Employees in the diplomatic or consular service, and their household members, who have never been registered as residents in Norway, will be entered into the electoral register of the municipality of Oslo. 

How to check if you are in the electoral register  

All municipalities in Norway are required to make the electoral register publicly available. Individuals who believe that they or others have been incorrectly included in, or omitted from, the electoral register in the municipality can request the error to be corrected. 

Such a request must be in writing, justified, and sent to the election board in the municipality.
